To answer your question (if it's not already been done) I think the answer is : blame NWN2.

I've really got no idea what you just said there, but there's no need to clarify...really
Only for the sake of my broken morale, I will do a simple version:

Pen and Paper version of Tumble: The skill usage have more variety because the action is slow pased. And it's the primary cookie of the party Rogue to survive.

Neverwinter Nights 1 version of Tumble: Every 5 ranks on Tumble the character gets +1 AC. That way they "balance" the badly implemented Parry Skill adding permanent AC to the character.

Also, in NWN1 the user can stack unused skillpoints, used by powergamers to raise AC to godly levels.

Neverwinter Nights 2 version of Tumble: Every 10 ranks of Tumble the character gets +1 AC. That way they balance the godly AC at high levels. But the Parry Skill it's still badly implemented.

Also, in NWN2 the user can't stack more than 5 skillpoints per level. So, the powergamers can't use traditional Powergaming builds on NWN2.
