We /dont/ have these disagreements about what gnolls are capable of and willing to do.
Those creatures that have reason and intent to attack a PC. Bandits, Uthgardt raiders (Silverymoon Pass is supposed to have a group of Sky Pony barbarians that raid it) Goblins, orcs, gnolls, ogres.

An ogre should be just as deadly as any bear, moreso if desired.

Sorry, I was assuming you were being sarcastic with your list of usual suspects to replace wildlife that by canon does exist in those areas. I'm sure in an ideal situation spawns could be moved around and swapped out more often to keep things fresh but as you already now, resources are limited and committed to improving other areas of the server and it's bugs.

Feel free to contact Curm and sign up as a DM to help rework some of the spawns if your interested.

Snotty? Why so touchy? Just stating the facts and being up front about the reality of the situation. If someone wants to sign up and pitch in on the spawns I'm sure Curm would be delighted. It's just you'd have to be in the DM ranks to work on spawns for obvious reasons.

I've noticed the behaviour of badgers has changed. I'm not sure when this happened but before they would often ignore me or run away. Now they will invariably attack once, run away, attack again and continue this cycle until I cast Hold Animal/Animal Trance/Call Lightning.

There have been some weird things with the AI since the 1.22 patch I think. There are scattered posts talking about things, but I'm not really sure what is going on.
