Change portalling so that the check if it's possible to portal is done before you pay for the journey.
As it is now you pay and then get a message (if being unlucky) that you can not portal yet.

I couldn't think of a better place for this, so here goes: AFAIK, traditionally wonderbringers will sell any and all their whacked out inventions to whoever's nuts enough to buy them. Can we get a good ol' Gondar church shop like we used to have fun with in Selgaunt? Blast Puppies for everybody!
