I've been making new creature blueprints in the toolset trying to implement source descriptions. When a monster description from a sourcebook includes "spell-like abilities" (e.g. Entangle 1/day) I've been adding them via the special abilities tab on a blueprint. On testing the creature, however, they never make use of the spell and I can't find any way of activating it when possessing the creature via the DM client. Any suggestions?

I was able to get my hobgoblins to cast spells by going through a separate option and adding it to their spells known list. I'm not at home so I can't look it up right now, but there was a second step involved where I had to manually assign the spell.

I've had some success using the Special Abilities tab for inherent spell-like talents. I'm not sure if I've tested any of the creatures I've used this on under 1.22 but it should be easy enough to check. Teric, you may want to try increasing the CL of the ability - this may help prioritize it for the AI.
