I get that people have been working for a long time to build a bunch of material. But which is better, having a bunch of beautiful empty real estate erected in the name of hobby, or compromising in the name of having a gaming community that thrives? Is art really vital if nobody ever sees it?
Here are some suggestions:
Don't "scrap" anything. Shelve it. Plan on that work to become important when the project finally does achieve growth and need to expand.
Combine the best of them. Take the best scripts, best beautiful interiors, whatever, and think of a way to include them in the one server.
Take turns. Once every three months, rotate to another server as "the" server. Create a clever in game mechanism (plague, war, divine decree) which gives a context for the move, and move all the PC's from to the next.
As for the ideas to increase density, don't do any of the, do them all! Expand the 1 PC rule, condense servers, focus on campaign playing, remove the password, advertise... all of it.
