I pointedly included weekend days in there so that I could feasibly include all time zones. So if it's to be a stack of horrifying monsters, I'd request that kid's character be killed like a redshirt-- as proof that the bad guys are dangerous.
Anyhow, the way these things usually go is that there's a general "Hey everyone what's up!" post like this one pretty far out, so folk are thinking about it. I try to gauge interest in events (right now, it sounds like it will be Ithildur, alone, in the middle of a field having a hell of a time), and then take care of any build/code/supply requirements to make the event happen.
About a month from the party, individual events get people officially asking to be in specific events and times are set, usually trying to pick times that can get the most people interested in each section involved.
When the party is happening, people tend to herd into whatever the location is-- folk who are in events try to show up on time for those events and then we take walkups to boot. Folk who aren't participating (An 8 con hin might not enter the pie eating contest, for example) tend to watch-- and sometimes make bets on outcomes. And sometimes meddle. Often, the leader of the region sponsors the event (warning, link contains some language), so that winners go home with something nice and/or magic.
In the past, DMs have been a big part of making the above happen. I'm going to try to set a precedent of having players manage it-- assemble everything assuming that no DM will help, so that anything DMs do add is for fun. So then DMs can bring NPCs to participate in the events (if people decide they want brawls, I think someone will have to dust off April Fawkes), they can be judges in the things that have judging (like the song/poem/illusion fireworks one), they can drag people off to go adventure for some reason or another (Ruqel has a pretty-healthy quantity of wilderness around it, with a few monster dens), they can add their own event to the pile (should be an easy-enough conversation to figure out how it makes sense IC). Whatever tickles your fancy.

These things are always tons of fun. Also one of those times where you DM from 8am to 10pm to cover all time zones which makes for crazy dm behavior.
My best advice is to get players to manage the events, get as many dms on board, and schedule everything out.

tournaments
handfasting
pie eating (with vomiting
)
magic duels
Bard duels/performances
adventures that happened during these events
visits from historical and famous figures (always awesome)
and a bunch of other stuff I can't remember

Suggestions for things that don't have to have DM interaction to work. This way, people could come and have fun with green grass festival, even if there is not a lot of people on they can come and enjoy the event. Would be great for lowbies. Not only this, but programing done for this, could be use for carnivals, festivals on all servers
Booths...
a) Arm wrestling - with a script to arm wrestle npcs with cupi doll type prizes
b) Darts/Axe/Knife throwing competitions with npcs
c) Bear wrestling - rig up a 'trained bear' to 'wrestle' on subdual only
d) Catch a greased pig or wild goose
e) Kissing Booth
f) Guess your weight
g) 3 card monte or wheel of fortunes gambling
h) Fortune tellers, Talis readers, palm readers that sort of thing
i) Have your merchants from within the temple in booths about.
j) Classic games of skill like looping a hoop over a stick, or knocking down pins (http://www.carnivalsavers.com/freeboothideas.html)

If that's a serious offer, that sounds like a doable event. (teams of three unarmed against druidbear? With or without buffs? I'd let the bear determine the conditions; Selûnites probably wouldn't do the animal cruelty variety of bear baits, but a consenting shapeshifter is another story)

I am, as always, endlessly amused.
There's not a lot I can do but publically say that it's not a sting operation and that Ruqel doesn't have any warrants out for any player characters. It remains the place where my character can assign land for parties, and so the place where my character is going to put the party. Maybe you still think it's too much of a stretch; that's fine. I can't/won't do more than say you're still welcome to attend.

More realistically, while there are no current warrants out for Layla in and around the 'Gate, if she were to go to Greengrass at Ruqel, I suspect that would all change ...
