I'd need to know the actual numbers for ALFA to answer this question, though I suspect Bloodlines and Realms of Annoklia beats ALFA for activity on a per server basis even for ALFA's most active servers. ALFA gets a bit of a cheat on the total score by having so many servers, even if they are mostly dead.

Other PWs have much more extensive static content. Crafting, spawns, whatever, people have things to do without DMs. If a DM logs on to a server where 10 PCs are hapily crafting/PGing/whatever away, he isn't flooded by requests or party-chat. But if a DM logs in to a server with 10 PCs on it who are just sitting around waiting for something to do, then his job suddenly because a lot tougher. The later is more common in ALFA because ALFA isn't a persistant world at all, its campaign world.
Well, that is an interesting assessment, and I think it's accurate. For all the proclamations of ALFA being a persistent world, campaign world does describe it a lot better.

I've come down from the "kill them" position after reading the two threads. I suppose the answer to density is those players who want it should seek out the most active servers, and let ALFA NWN1 continue on its course. Still, I'm on an "active" server, and there's plenty of times I have no game here. I find myself needing a third gaming option for my lazy summer vacation. Or I suppose I could always apply to be a DM....
