Waterdeep Navy Suffers Defeat Against Sea Raider Fleet!

Admiral Helkar Hornwynd of the Waterdeep Navy Reports an engagement with a fleet of numerous mysterious Sea Raider ships off the coast of the city.
This reporter has been able to get some more details from the portly admiral:
Reporter: Admiral, is it true that Waterdeep has a navy?
Hornwynd: I believe the collective word here is had.
Reporter: So the Sea Raider fleet defeated the Waterdeep navy?
Hornwynd: You know, defeat is such a final sounding word, I would say we had a slight set back.
Reporter: But all your ships are gone!
Hornwynd: (raises finger) Not necessarily.
Reporter: You have more ships?
Hornwynd: We can press merchant ships.
Reporter: But merchant ships are not armed.
Hornwynd: Neither were our ships, which makes them perfect!
Reporter: But weren't the Sea Raider ships armed?
Hornwynd: Why yes, they had this ingenious device where you put big flaming rocks in a sort of basket and hurl them at our boats!
Fidgity Seaman: Ah, trebuchets sir.
Hornwynd: Bless you seaman, and go wipe your nose.
Reporter: But what of the battalion of one thousands marines?
Hornwynd: Why they are guarding the Inner Fort, the Outer Fort, the Smugglers' Bane Tower, and the Harborwatch Tower.
Reporter: But what about the docks ward where all the merchants ships are moored?
Hornwynd: That's the City Watch's responsibility.
Reporter: Aren't you afraid Sea Raiders will try and sneak in and sink those ships?
Hornwynd: I am quit confident the City Watch will catch any saboteurs!
Reporter: Are you going to arm the merchant ships with trebuchets?
Hornwynd: I am afraid we would have to negotiate that with the Merchants Guild.
Reporter: What should we tell the citizens of the Dock's Ward?
Hornwynd: Keep calm, what for suspicious individuals and report them to the watch. Oh yes, I forgot, the Sea Raiders may try and bombard the Docks Ward to sink the merchants ships.
