It would be good if the event were held/sponsored by some independent authority, or in conjunction in one such that PCs of all alignments felt safe attending (sans KOS like drow). if you are going to build a location for the fairgrounds, might as well put it outside Beregost etc... just my 2 cents.
Also with horses we can at least pretend to joust and use rolls to determine outcomes.

As in the past I'll grant exceptions from the DM where you play and 2 PC rule as necessary so long as people do not meta, spawn hunt etc and BG's HDM approves.

So Ruqel is the only promise I can make. It's the place where my character has the authority to set aside a chunk of land and label it as "for parties," and I can thus make it happen without DM support-- which is pretty key to making this happen without getting the animosity of a DM team. Parties are good; burning out DMs is bad.
I also know that the three who have said they can't bring their BG character over do have an alt who I don't believe would have such hangups.

But sitting around watching two wizards emote their way through a mageduel would be a grueling process involving two players rummaging vigorously through the SRD while the spectators get sore jaws from all the yawning they're doing.
So I'll have to take some (many) liberties with the general concept: "the Weave works differently when a couple spellcasters decide they want to fight but not kill each other," so as to make an event that's playable and entertaining for folk, even if it's not a proper mageduel. (provided that people would play in it, of course; as always, super keen on not doing work on things if people won't play with those things)

Also it didn't happen last year in MS since the PC behind it the last few times was dead and it's hard to organize a festival when you're a non animated dead.

I guess there's always NPC wizards of any level around as needed for game, even if the wiz/sor PC list is slim. If wanting to go for the fantastic / fireworks scene I guess there could be a travelling illusionist who sets up an arena of fake monsters to get blasted or something (since Goodly hosts aren't likely to condone "real" bloodsport).
Anyhow I guess this is a couple of months away, but I could imagine donating a prize via one of my PCs, or I guess both if there was a brief 2 PC waiver. Crafters creating wealth out of nothingness, means it's kind of easy to donate something like a wand, a decent scroll, or something that actually would need importing like a magic weapon / armor / shield.

Always happy to see folk willing to throw prizes into the pile. I'll try to get a list in the thread somewhere.
But, for now, who's interested in which events?
Ones that I know I can run (assuming self-supplied gear and private wagers allowed, except where noted otherwise)--
A Tourney:
-- Double-elimination bracket of one-on-one subdual-only fights with melee weapons. No spells or supernatural abilities; allowing techniques and extraordinary abilities.
An Archery Competition:
-- Double-elimination bracket of one-on-one contests, wherein archers take turns hitting increasingly-distant targets until one misses.
A Performance Art Competition:
-- Left free-form; characters use their talents to attempt to be entertaining. Three non-competing judges will award points for originality, the quality of the piece, and the quality of performance. (only the last of which will be a perform check-- so a creative amateur has a chance)
A Pie Eating Contest:
-- Pies go in front of your character until the character can eat no more pies (likely going to have rules inspired by other trials of endurance, like holding breath or bad weather).
Also, who would play stoolball, and who would participate in dumbed-down-but-sparkly mageduels? (with rules depending on what I can code)

Yeah, I was definitely thinking we'd have to modify the magedual rules to something more workable for our game; a literal translation of Magic of Faerun's rules would be a nightmare outside of tabletop.
Not a lot of midlvl+ arcane caster types in ALFA currently; might want to consider allowing special rules under our own version of 'Mystra's exceptions to rules of magic for Mage Duals' (which is the In Character premise of the canon rules) so that low lvl casters can regain their spells bit more quickly than normal; i.e. so they don't blow their entire repertoire in 2, 3 rounds and are done for 24 hours... Just a thought since our lvl curves are generally lower; but there certainly can be NPCs to make the show continue, as someone mentioned.

What sort of expectations would there be on DMs for this?
I haven't attended one before...
Would be willing to handle fair prizes and whatnot but I'd need some ideas I guess?

There is nothing expected of any DM for me to run this. Y'all are welcome, of course. We'll say thanks very much if you want to join in for any of it, but I think that it's important that if we're going to run a big event, we're not obligating any DMs to anything -- we burned out a few DMs in 2012-2013, which was horrible, because we got a bunch of extra player activity as an "afterglow" (to a bunch of lifeless servers because nobody wanted to DM).

I don't feel obligated. Assuming the times match up, it will be fine. I just wonder what kinds of things go on, or people might expect.

From what I remember from being part of a DM team in one of these it was pretty much what it seems to be.
There's a tourney, several contests, I played a few NPCs to liven things up.
I think I made a few contestants where they were needed and played some hin rogue that was trying to pick pockets around the fair grounds in between contests.
But really it's up to you.
Sense this is a player event (in a way) and the point (If I get the gist of it) is that the moon-pope is throwing a party and all are invited, you could really get as creative as you want with it.
You don't really need to make any prizes or arrange competitions, as it seems Persy is doing all that (with help maybe),
But you could of course have some NPC volunteer to run another contest and offer some moar stuffs?
I mean, I don't want to give you any ideas, but considering the fact that it's a celebration that's taking place where it does,
that could draw the attention of NPCs of all kinds and opportunity to many eventful and interesting games.
(And because it will likely be US times and I won't be there in any way to suffer any of it, my recommendation would be going with an invasion of demonic giant wereboars riding red dragons.)
At least that's my understanding.
