As I mentioned in another post:
A contract would lighten everyone's load for NWN1 DM's wishing to DM under the NWN2 engine. The understanding is that they would be required to be trained in order to reach full status.
DM's who are new to ALFA should have to fill out the full application and undergo the same training with the DM client, rewards standards, etc.
Sounds like a decent compromise to me.

For clarity's sake, the wiki now reads:
Q: What if I am a returning DM?
A: You still need to send in an application, although your answers to the questions need not be quite so thorough! Make sure that you indicate your prior experience DMing in ALFA. If you have a current DM providing a reference for you, please indicate this on the application.
And, if you're still unsure, here's a sample accepted Application from a former DM (and Admin, etc); this is an accurate picture of what is capable of being accepted:
