As I mentioned in another post:

A contract would lighten everyone's load for NWN1 DM's wishing to DM under the NWN2 engine. The understanding is that they would be required to be trained in order to reach full status.

DM's who are new to ALFA should have to fill out the full application and undergo the same training with the DM client, rewards standards, etc.

Sounds like a decent compromise to me.

Question 9. Simple, effective, free of humiliation. I'm in.

For clarity's sake, the wiki now reads:
Q: What if I am a returning DM?
A: You still need to send in an application, although your answers to the questions need not be quite so thorough! Make sure that you indicate your prior experience DMing in ALFA. If you have a current DM providing a reference for you, please indicate this on the application.

And, if you're still unsure, here's a sample accepted Application from a former DM (and Admin, etc); this is an accurate picture of what is capable of being accepted:

Question One
To tell stories.

Question Two
High quality RP in a hardcore, permadeath environment.

Question Three
PCs gather in the Lady's College to investigate a recent student death. They must gather information from various NPCs, apply deductive reasoning, explore new areas, pass RP challenges and finally fight a climactic battle appropriate to their levels.

Question Four
Documentation is a strong point of mine. I work well in a team.

Question Five
Yes.

Question Six
DM in ALFA NWN; DMing in Beta ALFA NWN2. I am a characterising story-teller. Characters are the story for me, whether NPC or PC. Combat runs a far, far second in my story focus.

Question Seven
Players provide the colors and texture; the DM provides the fabric and loom. A player's thread may be cut short. A DM decides when the shuttle of the loom moves and what overall garment will be woven from the story.

Question Eight
No.

Question Nine
Yes.

If it's a trivial as that, what possible reason can there be to do it besides fulfilling some bizarre bureaucratic fantasy of yours?

Our suggestion of a contract is of benefit to this community and solves this problem.

Your demand does the opposite.

Good luck sorting it out.
