The LA, to me, seems to be a judicative instance - the only true LA powers granted by the charter all have to do with dissolving conflicts between other Admin positions (portfolio dispute resolution), and to act as a safety check (veto authority). The IA and TA seem to be the executive branch: They cook up and implement the systems we use to translate our vision of the game into existance, possessing expertise and knowledge of what can and can't work and how to make it happen in the most productive fashion that still allows future development.
