Input to possible charter amendment: changing election frequency

Hello,
Admin have been mulling over some possible charter amendment proposals.
Before I make any official proposal for change, I would like to have an input period to gauge opinions among the wider community. Charter changes work by the LA making a formal proposal, Admin approving it, and then a combined vote being held among HDMs, DMs, staff & Admin which requires a 2/3 majority.
Now the change there was agreement on so far was to make elections less frequent. ALFA is a much matured community, and running elections monthly seems at times more of a distraction than a benefit, especially now that we are old enough where six months do not seem like an eternity anymore. Therefore, I am considering to propose the following change:
The monthly election schedule will be:
June & December—Lead Admin
August & February—Player Admin
March & September—Infrastructure Admin
April & October—DM Admin
May & November—Technical Admin
To
The election schedule will be:
June — Lead Admin
August — Player Admin
September — Infrastructure Admin
October — DM Admin
November — Technical Admin
Basically, yearly terms instead of the current six months. This is the only change, so the term for off-cycle elections would still depend on whether they fall within two months of the regular elections.
Let me know your thoughts before I consider a formal proposal.

How will positions vacated by resignation or inactivity be handled? How will off-election month challenges to an incumbent be handled?

At this point in our lifespan I think yearly elections are a wise choice.
To be held yearly on the dates as outlined above.
IF a seat is vacated early, for whatever reason . . . an immediate election should be held to fill the position. The winner holding that seat until the next scheduled election round UNLESS that seat is is vacated less then 30 days prior to the upcoming election, in which case the winner would hold the seat until the next years scheduled election round.
IF a seat is not filled at an election round then that seat will be held in abeyance by one of the other admin until such time as it IS filled. Empty seats can be challenged for at any time, with serving period to fall under the one year election round.
Challenges to the current seat would only be allowed if the Current Admin has been recalled or elections not properly carried out, otherwise your inviting chaos anytime some person gets peeved about one Admin or another.
Other rules would stay in place as is with only the time frame being a factor to them.
Admin and HDMs are responsible for keeping their various staff properly pruned so as not to invite the random voter that has not played in over a year but is on someone's staff list and eligible to vote.
Single candidates will still require a vote of confidence to retain or gain an Admin seat.

So in short:
Charter wrote:Seats vacated by resignation or recall will be filled by immediate election, and the Administrator elected will fill out the original term to the end of its period. If the date of the resignation or recall falls within two months of the next scheduled election for that seat, however, the Administrator elected is deemed to have won the upcoming election, and will serve the remainder of the original term and the additional term without requiring a further election.
The charter has no provision to challenge incumbents off-election.

With no objections having been raised by the community, I will proceed to propose this measure to the Admin body.
Should they approve, a combined vote of the HDMs, vote-eligible Administrator Staff, and DMs will follow. This measure would need a 2/3 majority to pass.

Having received 7 yes and 1 no votes by a combined vote of DMs, HDMs & staff heads, the charter amendment passes and will take effect immediately (= as soon as IA gets around to it).
