From what I have been gathering, not really. ME3 seems to be picking up some time down the track from ME1. I am yet to hear how the events that occured in ME2 will have any bearing on ME3 apart from lip service.
ME3 is all about the reapers. The only, only part of ME2 that touched on them was the final DLC that was blatantly marketed as a ME3 prologue

learning of the link between the protheans and the reapers (i.e. learning who the collectors were) was a focal point of the game.
Your decision from the end of ME2 has a big effect on one of the major factions of ME3 (Cerberus)
All the NPCs from ME2 AND ME1 will be in ME3 if you had them live, only romances from the first two games have any effect on romances for ME3 (there will be no new ones).
You start off with your end game ME2 character for ME3, you are NOT being started from Level 1 this time.
i.e. Yes, play ME2, both games have major impacts on ME3.
