I think matters are mostly fine now.

The 24 hour rule isn't that invasive and it ensures that people at least think twice before travelling. We can consider lowering it, perhaps, once WH goes in but otherwise I think if it ain't broke, don't fix it.

Nearly all FR vessels are square rigged, iirc. And, yeah, river travel is going to be somewhat slower than on the ocean, but eh.

Beats me! But I figure raising the price up to 50 gp for MS <-> BG and 150 gp for TSM <-> others wouldn't be unreasonable!

Ditto 50-75-100 gp fares would all be reasonable.

DM mercy on prices encouraged if it's for new players who can't find a game. Achievable I guess via (("Seek a DM in IRC if playing a new PC unable to afford this" in a dialogue))? Or through a level check or even $$$ in pockets check in dialogue for the poor if wanting to be fancy (for working passage).

Instead of a OoC level-based cost, as I mentioned earlier, why not make it IC with different fares. A cheap trip that takes longer (even free or positive income for "working your way"), represented by a long no-further-travel quarantine. And more expensive fare for faster travel. Could be as elaborate options as possible, but three steps should be better than good:
Work your way piecemeal as you get guarding gigs with caravans and whathaveyou.
Hire your way with $$ for a mundane hustle on horsies and sail.
Teleport there instantly for $$$$$.

Let the players & PCs choose the IC ways and means. Appropriately set fares will not deny anyone a chance to catch a game (particularly new PCs), but will be an unbearable drain on the resources of someone who would jump all around Faerun on a daily basis.

Pricing somewhat tied to level via the IC translation of you "pay the means of travel you wish" (though I'm sure there's a fair amount of wealthy PCs who'd still toil as crewmen) does not seem unreasonable at all.

I'm not sure we need a Big Decision on that aspect, as the HDMs should be fine to work out their desired travel routes and costs among each other, with some guidance from their head honcho and input from their players.

Anyhow, not sure if it's still in place, but a BG bug ticket recently revealed to me that you can get to another server by either a BORING payment of gold pieces, or an EXCITING purchase of a pig from an outlying village to sacrifice to Umberlee for good luck at sea. Think the pig is like, 1gp and 20 to 30lb... but perfect to think of as a little mini money-saving static if it's IC for a character to do. A nobleman PC regardless of level may turn up their nose at the opportunity to haul a live pig around, some hard luck mercenary may not mind. A worshiper or Valkur, no matter the social class, may completely turn down the chance too (even in a polytheistic society where you may have to make little offerings even to gods you don't like, some things might cross a line, especially for a cleric!)

Ideas like the above seem pretty cool to me. If broke, fetch a pig and we'll call it even! Could be fetching anything of course, a cheap keg of beer to ingratiate the crew to you, agree to act as ship's wizard if you can demonstrate you have the capability of casting fireball, ship's sawbones / dentist if you have at least five ranks of heal, whatever.
